This report details the shift in: “the way in which those claiming benefits are conceptualised and managed” arguing that this is part of a:” growing effort to control the behaviour of those on the receiving end of the welfare state”. The author interrogates this shift, attempting to understand: “the motivations which lie behind it, the policies which bring it into being, and how the Courts attempt to deal with associated legal challenges.”
