Outlines the background to the introduction of the employment and support allowance (ESA) under the Welfare Reform Act 2007, including its policy basis. Discusses the operation of the ESA in practice, and summarises the findings and recommendations of the independent reviews of its work capability assessment (WCA) conducted between 2010-13. Suggests how the quality of the decision-making in the administration of the ESA and the conduct of the WCA could be improved. Calls for the Social Security Advisory Committee to assume an oversight role with regard to this decision-making.
